A Broken Business Model: The Criminal Justice System

David has much involvement, past and present in the Criminal Justice System, in particular as a magistrate. The magistracy volunteers are the cornerstone of the Criminal Justice System (CJS). Magistrates, also known as Justices of the Peace, have a proud history dating back to the time of Edward III in 1361. David serves on the Northampton Bench and has done so since 2004.

However, more and more David has queried whether the CJS is in fact a broken business model. Why? Because time after time he has become frustrated at the level of re-offending.

As a result, David established the Chrysalis Foundation which has effectively halved the re-offending rate of successful Chrysalis Participants. Through the creation of the Chrysalis Programme, designed to provide a guide for change that goes beyond rehabilitation and into engagement and re-integration. The programme focuses on positive reinforcement and creating a protected stage of development that enables participants to own and drive sustainable change in their lives.

David is passionate about creating opportunities for returning citizens through employment, accommodation, training and more - directly reducing re-offending and providing a fresh start. He created a Learning Platform, Chrysalis eAcademy, and an information, advice and guidance platform to better support returning citizen’s re-integration with their family, a job, life and society as a whole.

His goal is therefore to contribute and shape the future strategy, philosophy and direction of the UK criminal justice system. For this, David was appointed MBE in the 2019 New Years Honours List for services to reduce offending.
